I've seen the same done with sign posts in Vienna and, frankly, I don't understand either of them.
Well, in your case the effort put into it smells more of an art installation, but even then, the concept seems weird to me and does not tell me anything intuitively understandable. I love it when art includes me, at least as a viewer :)
Agreed, these really did get my attention. It's so easy to pass by public art on the street simply because we are inundated with it and it gets lost in the fray but these were so unusual I just had to stop and photograph them.
